We are looking for a Chief Technical Officer (CTO) to lead the technical strategy and execution for a large-scale, government-supported fintech initiative in Uzbekistan. This is a fully onsite role in Tashkent.
Our client is developing a core module for a national social assistance platform that will deliver financial aid to vulnerable communities. The product centers around virtual card management and will support peer-to-peer transfers and in-app payments.
Requirements:
Proven experience in fintech architecture and core system development
Hands-on experience scaling tech teams and systems from scratch
Excellent soft skills, including comfort in C-level and government communication
Strong background in Java (preferred tech stack)
Responsibilities:
Define and drive a sustainable, scalable technical architecture
Oversee and manage the entire tech development lifecycle
Build, scale, and lead a cross-functional engineering team (target size: 60 by end of 2025, incl. 12 backend engineers and 2 DevOps)
Make long-term strategic decisions aligned with product and regulatory needs
Ensure high standards in DevOps, CI/CD, cloud infrastructure, and information security
Maintain and strengthen working relationships with government agencies in Uzbekistan
Manage vendor interactions and ensure alignment with business stakeholders
Supervise development of web and mobile applications
